Kyouen no Paipu

Early 19th century British Empire. Fuel shifted from charcoal to magic floating coal. Machines using the "heat" and "anti-gravity" produced by the magic floating coal were developed. An iron broom, modeled after the brooms used by powerful aristocrats. People called it a "smoking pipe broom" because of the way it exhaled smoke as it flew through the air.
