Kiichi Suteishi, a young man living in a rural town, deeply trusted the locally elected member of parliament, Takahiko Ohinata, and worked as a campaigner for his camp. Ohinata wins the election, but after the election, Kiichi is arrested on suspicion of election fraud that he does not know. Kiichi's childhood friend, Saya Nokita, who believes in his innocence, goes to Tokyo to get the cooperation of Ohinata, but she is forced to have a relationship with Ohinata there, and is scooped by a weekly magazine reporter who happened to be there. Unfortunately, Saya disappeared from her hometown after becoming a scandal.

After that, Kiichi was released, but when he learned about what happened during his detention, Kiichi strongly hated Ohinata, but he couldn't do anything about it. Just then, a strange old man, Hyoroku Magoda, advises him, "If you hate (Ohinata), then you should become the Prime Minister before that man and give him back."
