Daitenzin is a group of people equipped with special high-tech armor who, in their own words, protect Fukuoka from criminal activity. In reality, however, they are a group of thugs, scumbags, and deviants employed by Mayor Kabapu, who uses their power to maintain control over the city and easily eliminate political opposition. Because of their status and power, no one dares to stand up to them, and so the residents keep on living in a dystopian Fukuoka reminiscent of 1984. However, a secret terrorist organization called ACROSS, led by Lord Il Palazzo—under whom a young woman named Excel works—is rushing to the rescue. Together, they are trying to take control of Fukuoka and overthrow Daitenzin and Kabapu. Unfortunately for Lord Il Palazzo, Excel is utterly inept at her job, and her missions always end in failure...

This 1994 sentai dōjinshi served as a precursor to the much more famous 1996 manga series Excel Saga, featuring characters and settings from this work.
