Kamitsuki Nori moves from Chiba Prefecture to a fictionalized version of Gunma Prefecture northwest of Tokyo. Before moving to Gunma, Kamitsuki only sees that the prefecture has a fearsome reputation on the net. Upon moving, he soon makes contact with the people who hold a strong love of Gunma's culture.

Junior high student Ken Ishii is good at nothing but getting out of trouble. An unidentified man appears before Ken as he is running away from hoodlums trying to pick a fight, like usual. The man asks "Do you know Zuieki Nogi?" and Ken shakes his head. Two onlookers observe them from a hiding place. The unidentified man unleashes a monster, catching Ken who is unable to get free. On the verge of death, something changes within Ken’s body…!? “Stand up as a ‘Shinobi leader!” This is his destiny, to be shackled to a dying shinobi family’s fate...

Few people are born to rule, while most others are born to be ruled. Kakoin Seichiro is from the latter group of people, yet he's able to attend Keiho College, a prestigious school where only the wealthy can attend and the students are those who will eventually run the country. Seichiro does this by putting up a façade that gives off the impression that he belongs in this circle and using his great intellect to manipulate people through the use of human psychology. He despises those around him for being born into a gifted situation unlike himself and will use anybody as a stepping stone to make his way up the social ladder.

Suzuki, who was once a law-abiding teacher, joins a criminal organization called Reijou in order to avenge his murdered wife. But his attempt is thwarted by mysterious man who comes to be known as the "Pusher" because he shoves the criminal into the path of an oncoming car. Suzuki decides to pursue the Pusher. This mystery man is also being pursued by two other hit men; the knife-wielder Cicada and the assassin Whale, whose family is in the business of making people commit suicide. The story is written from the points of view from these three people and ultimately relates how their fates are intertwined.
