The manga's setting takes place immediately after the Kamen Rider Super-1 series, and is different from the TV Special "Birth of the 10th! Kamen Riders All Together!!" in 1984. In particular, this manga also contributes to supplementing and correcting missing details in the original series such as why Riderman is still alive after the Pluton warhead explosion in the series "Kamen Rider V3", or why Electronic Wave Humanoid Tackle was never recognized as a Kamen Rider. Initially, the series was published in the manga magazine "Magazine Z" and had to stop for a while because "Magazine Z" decided to cancel publication. Later, the manga was revived by "Monthly Shounen Magazine" under the name "Shin Kamen Rider SPIRITS" and continues to be published to this day. Since volume 3, Shin Kamen Rider Spirits has been published with a special edition, comes with a rare cover, and a separate volume of colorized version for a specific arc in the manga. The first arc which was fully colored was chapter 1 from the original run ("Skyscraper's Gale"). K' (K-Dash) is a four volume doujinshi compilation released by Kodansha containing oneshots by a number of different authors and artists. The first two issues contained short stories by published mangaka such as CLAMP and Ikumi Mia (amongst others). The first issue was released in December 2002 at Comiket 63, while the second was released in March 2003 to commemorate the opening of the K-Square store. These two issues contained short comedic stories from CLAMP; Tokyo Tower Kankeisha Kakui (characters from Chobits, Rayearth and Cardcaptor Sakura running into each other in the Tokyo Tower) and Murikuri Holic (Watanuki and Yuuko working at the K-Square store while characters from Murikuri look on) The third and fourth issues consisted primarily of work from doujinshi artists.

After Japanese-American FBI agent Taki Kazuya and Kamen Rider 1 defeat a bat monster, they decide to contact the former riders including Stronger to investigate the appearance of monsters attacking them and civilians. Their investigation reveals the coming of an alien empire out to destroy the Earth, finishing the work that Shocker and other terrorist organizations have failed due to their defeat at the Rider's hands.
