Skull is plotting the return of the Black Ghost Syndicate and is colluding with Dr. Night Daemon (8-Man's nemesis) in an attempt to rule the world. In the midst of their scheming, 8-man and 009, the world's fastest speedsters, will clash. Can they come together to thwart the New Black Ghost?

The manga's story begins when high school student Kiriko is suddenly assaulted by a man who has seemingly transformed into something monstrous during a train ride. Her classmate and biology club member Sōta helps her out, and she is able to escape thanks to his quick thinking. But when she runs home, the only thing waiting for her are more monsters. \[ANN]

The story follows Detective Xeno, who after being found collapsed at the side of a road covered in blood and was taken to a hospital the first thing he said upon awakening was solving a murder that happened in the hospital! Xeno himself has no memory of who he is or where he came from, but after that huge incident and after leaving the hospital, he opened up a detective agency and in just a year he solved some high-profile cases.

The "prison survival action" story is set after the sudden emergence of special powers in certain pockets of humanity. To deal with these so-called "Altered," a mysterious remote island prison named "Area D" was built.
